Increased financial and operational challenges arising from the capping of international
students in 2024 have caused massive program and staff cuts at a number of Ontario colleges.
Today, Fleming College and St. Lawrence College in Eastern Ontario announced they plan to
merge to form a much larger post-secondary institution.
In a statement provided to Canoe FM, the integration is, quote “about creating a larger, more
sustainable institution with greater capacity to serve our regions over the long term, while
maintaining the local college experience. Over time, the integration is expected to expand
access to more programs, pathways, and work integrated learning opportunities for
students,” end quote.
Fleming College and St. Lawrence College leadership teams have begun a formal process to
“integrate as equal partners.” The colleges say that they will maintain their “local brands” but
will now have a single management team led by President and CEO Glenn Vollebregt and
Theresa Knott. St. Lawrence College has campuses in Kingston, Brockville and Cornwall,
while Fleming College operates campuses in Peterborough, Lindsay, Haliburton and
Cobourg.
The colleges say that while their boards have both approved a “integration framework
agreement,” the formal merging of the institutions will not proceed until a “structured
engagement process,” which will include “detailed due diligence, operational planning, and
community engagement.”
The Ontario Public Service Employees Union, or OPSEU, representing 55,000 college faculty and
support staff across Ontario has previously warned of widespread job losses as a result, calling
it “one of the largest mass layoffs in Ontario’s history.” Several GTA schools have already
announced layoffs, including Conestoga, Sheridan and Humber College.
In mid-February, Xavier Masse, Dean of Fleming College’s Haliburton School of Art & Design was
terminated.
